Scientific Director, Ugo Bordoni Foundation
From 2018 he is Scientific Director of Fondazione Ugo Bordoni, of which he has been Director of Research since 2003. As such, he coordinates scientific and applicative studies in the areas of electronic communications, information technology, electronics, public services networks, broadcasting, audiovisual and multimedia services.
In recent years, he has supervised the activities carried out by the Foundation in support to Italian Administration for 5G spectrum assignment procedures, for the consequent technical tasks related to the auction and for the selection procedures for the assignment of spectrum rights of use and for the switch-over of digital terrestrial television service aimed at freeing up the spectrum destined for 5G. In this context, he was appointed as auctioneer in the auction of frequencies for 5G mobile systems envisaged by the Stability Law for 2018, having previously also conducted the procedures for fourth generation systems.
Until 2018 he was also President of the Elettra 2000 Consortium, set up by the University of Bologna, the Guglielmo Marconi Foundation and the Ugo Bordoni Foundation for the study of the impact on health of electromagnetic fields. Between 2008 and 2012 he directed the activities of the Bordoni Foundation for the transition to digital terrestrial and was in the board of the DGTVi association from 2004 to 2006, also holding the role of Secretary General.
He coordinated the works defining the National Models for verification of coverage in both cellular and television systems and was appointed to numerous positions of institutional responsibility by ministries and authorities. He contributed to the development of the GSM and UMTS standards, coordinating research and analysis in the context of European initiatives dedicated to the evolution of cellular systems.
In 1980 he started his research activity into optimizing the use of radio spectrum and mobile systems at the Fondazione Bordoni in Pontecchio Marconi, in collaboration with the University of Bologna.
He is the author of more than 150 international scientific works.
He was born on August 28, 1955, in Naples, where he graduated with full marks in Electronic Engineering in March 1980.
